ARCA-Romanian Forum for Refugees and Migrants (ARCA-FRRM), with the Association for the Organization Development – SAH ROM (ADO SAH ROM) and Soros Foundation Romania launched the “Welcome to Romania! Information Guide for the Third Country Nationals” on Thursday, 17th December 2009. The publication is produced within the “Welcome to Romania! Improving the knowledge of the third country nationals concerning their rights, duties and integration opportunities into the Romanian society” project, financed by the European Comission and the Ministry of Administration and Interior, through the European Integration Fund for Third Country Nationals. This Information Guide targets directly the third country nationals who legally reside in Romania, whose legal status differs from the one of citizens of the European Union or the one of the Economic European Space citizens. The publication facilitates the active participation of the aliens to the economic, social and cultural life of the host country, the Information Guide’s authors intention - ARCA–Romanian Forum for Refugees and Migrants, the Association for the Organization Development SAH ROM and Soros Foundation Romania - is to say „Welcome!” to the third country nationals to Romania.
The Information Guide is structured on several chapters, so that the information is accessible for each topic. The first part of the guide presents general data about Romania, fundamental values of the Romanian society, information regarding the functioning, the institutions and fundamental laws of the Romanian state, immigration legislation and the institutional framework in Romania, as well as national programs of aliens’ integrations and the fundamental rights and obligations according to the international and European legal provisions. The following chapters contain sepcific information about legal residence in Romania, work and access to the labour market, education and culture, social and health services, transportation, housing, family, finance and taxes, active participation into the community life. All these chapters contain lists with information and useful contacts. The Information Guide does not susbtitute the current legislation and for particular subjects or detailed information, the readers is directed to access the authorized particular sources of information.
The Guide’s indirect beneficiaries are: The Romanian Office for Immigration – office at central and local level, other public institutions – especially the ones that have responsibilities in managing the immigration phenomenon and the alien’s integration, the employers, the trade-unions, the non-governmental organisations, the immigrants associations, the Embassiesof the third country nationals, mass-media and the Romanian citizen in general.

According to the Romanian Immigration Office, „by 08.31.2008, in Romania there were 59 017 third country nationals registered with legal status. Out of these, 49 497 had temporary residency permits and 9520 – permanent residency permits. Regarding the purpose of their stay, most of them were family members of Romanian citizens (17264), with the purpose of study in Romania (12510) and with work purpose (9347).
According to their origin countries, most of the third country nationals with temporary permits are from the Republic of Moldova (16134), Turkey (8347) and China (6024). Most of the third country nationals with permanent residence are from China (2057), Turkey (1534) and Syria (1014)”.
